If the bike spark knocks when you roll on the fuel in high gear, try taking to a bit higher setting like 6-6.5.

The Shovelheads weren't originally fitted with the VOES since most of them were low compression and generally they do not have problems with pre-ignition. Mine is 7.5:1 ratio. So, I think your problem is simply too much advance coupled with the missing VOES. By the way, don't throw that VOES out, a new one costs $65.00! Pull the fuel line and make sure the line flows freely. Then pull the carb. Pull the bowl and make sure the float is set correctly and that the valve flows freely. You need to plug the vacuum fitting on the top of the carb that goes to the petcock is all. The VOES will be inop then. Maybe just run the carb vac. hose to the VOES and plug the other end.
